More funding is never the issue. Enforce loitering laws. Don't tolerate homeless encampments. Provide one-way bus tickets to anyone who wants one.

The one-way bus ticket works for some people, but you'll never find many takers. Otherwise, "zero tolerance" is all bluster and no sense. People need to stay somewhere, and "somewhere else" isn't a real place.

If Somewhere Else, CA were a city, it would have a population of millions.

Political will is sorely lacking at the local, county and state levels of California government. This is evident by the fact that homeless encampments were temporarily swept away in San Francisco for the APEC meetings, despite a court order by federal Jusge Ryu. No muss. No fuss. Just ignored the order.
