Vehicles don't drive themselves (spare me the Elon propaganda). The suspect was driving, the suspect fled. Deploying the passive voice like this removes the agency of drivers in collisions with pedestrians and cyclists and their responsibility to control their multi-ton machines. No different than nonsense like "officer involved shooting."

Note that the Silicon Valley Bicycle Coalition now has a Los Altos local team, and we're looking for additional members to help with all efforts to make our streets safer. Please consider getting involved. My sincere thoughts go to the victim. One detail I wonder about is if the vehicle moved into the bike lane, which then led to the collision.

Traffic related crimes - although I don't 'necessarily' like the Big Brother (CCP / Uyghur) aspects of public video surveillance, instances like this where civic stability and individual rights to "LIFE, liberty and the pursuit of happiness" are endangered I can fully support generic main-street traffic surveillance cameras.
