State water officials 'cautiously optimistic' that atmospheric river could improve drought conditions

Sad that most of this will just run off into the ocean. CA should be allocating resources to water retention at a state and local level. Statewide, new or improved reservoirs. Locally, encourage rainwater collection at homes, schools, and large commercial buildings. If CA stops the ill-planned high speed rail project, these ideas could be funded.
