It’s time to enforce this ordinance. The voters have spoken amd the elections are upcoming.

Except MVPD is not enforcing parking restrictions. They just aren’t. Excuses, but no enforcement.

@Ian / have you recorded a '72 hr limit scofflaw' on your block? (CA Vehicle Code - non-moving parked vehicle). If so, complain to the police and send the images. They have done this in the past - and on their own, will confirm that the vehicle is not moved, and will issue a ticket.

I know - in the past that has happened to me. A >72 hr ticket

The City needs to pick the can up and stop continuously kicking the can down the road. Please, please enforce the ordinance that we voters approved. Enough is enough!

Not enforcing the ordinance for this long is pretty fishy.
Any City Official not supporting implementation of ordinance should be voted out.
I am speculating there is some level of cooperation between elected officials, the court,
and activists. They know what they want. And it isn't what the voters of this city voted for.
Note that the Activists will never explain why they have not pursued litigation against surrounding cities for not allowing RVs. I think they know they have a sympathetic local government officials. So they will just kick the can down the road until everybody forgets.

Voluntary compliance??? You must be kidding. I am totally disgusted with the city council & city staff. Why isn’t ‘zero tolerance’ Los Altos subjected to litigation? And the 72 hour rule is not enforced either MVPD suspended that service as recently as Feb 2022 due to COVID state of emergency mandated by City Manager, FEB 2022! The COVID copout.

This ordinance needs to be enforced!! On Continental Circle there is now an “encampment” with 3 broken down RVs, tons of trash and several people living there!!! I walk every morning and it’s so disheartening seeing this. These people most likely are not hard working former residents that can’t afford an apartment. They most likely have issues that prevent them from holding jobs. The city needs to do something…

Just understand, the court case is STILL ongoing. The city CANNOT enforce the law where if by doing so leaves them open for liability if the case is lost on the part of the city. And there is no clear evidence to support that the court will decide in the favor of Mountain View. Especially since this case is NOT a county court but the FEDERAL court. Yes the local county court allowed the city some protection. But the FEDERAL courts do not recognize precedents that are distinguished in a new case. Thus that decision is as is it never existed. And so far I suspect the City is aware they are not in good standing, that is why there is so much work being done to try to work out a SETTLEMENT.

We are approaching the 2 year anniversary of the vote. This is a disgrace. Continental Circle is more and more turning into a copy of the San Jose encampments. How can trash everywhere be tolerated? This has nothing to do with our ordinance. Broken down vehicles should not be on our city streets.

@steven nelson. Left messages, spoke with MVPD multiple times. Each time it’s a different excuse. They finally said there is nothing they are willing to do until full parking enforcement in Mountain View is re-enstated. A trailer that has not been moved in 2 years. This part of Mountain View is starting to look like a third world country.

And it is not an oversized trailer, or RV. it is a small storage trailer that should come under the 72 hour law. The owner of the trailer blocks off a good portion of the block with his multiple cars so no one else can park.

I also suspect that many of these RVs and other vehicles that are allowed to squat on MV streets disproportionality impact renters, which is discrimination against renters.

@Ian. You need to attend weekly council meetings, share your experience publicly on the record, meet with each council member & city staff. Calling MVPD & abandoned car hotline is a complete waste of time. It is disgraceful that the city will not address this issue. If you lived in OMV or west of ECR this issue would have been resolved in short order. Round up your neighbors make some noise. Council Elections are coming.

The two RVs parked on Latham next to Target have been there for well over a year. A newish car is parked between them. At least one is inhabited because the windows open and close regularly. I have repeatedly asked MV community service officers to investigate on the grounds of a welfare check. These wonderful officers oblige, but can do nothing to move these health hazards because the city will not allow them to. Elsewhere, vehicles like this present safety hazards to the general public because they use bottled propane or butane in confined areas, not to mention the human waste problems. Why can't the city or county safety officer condemn the vehicles as hazards and tow them away on that basis?

Are some of the people camping at Continental Circle local workers? Maybe. I’ve met some retail workers who camp/live at their worksite. I have two friends who have lost their jobs or who can no longer work, who live in their SUVs or a van and Mountain View is the type of place they look for- temperate climate, low crime. A former coworker who lost her job in Sacramento (healthcare worker, refused to get vaccinated) is coming to Silicon Valley to live in her SUV for just that reason. I feel sorry for the businesses and residents whose parking is taken up by these rent-free campgrounds.

The city of Mountain View is going to lose the lawsuit. I suggest the city become proactive and start taking down those hideous signs that litter the entire town. Then, find a better way to spend tax dollars.
