Not surprising. A simple and immediate solution of suspending the gas tax for a couple of months is unpalatable to Newsom and the democrat lawmakers. Instead, they propose a complicated and contrived plan which would not be ready for a couple of months. Which would you rather have?

@Dan. ? Newsoms's way. It is more appropriate to the Family Economic Damage done by this fuel price situation.

Poor families with vehicles (some used in small commercial business / gardeners / light construction / home and small business services) will see this rebate as especially helpful. ( though a small portion of their increased cost)

Large Gas Guzzler SUVs, Mega Trucks, and very high use/MPG passenger cars will not see nearly as much release. GOOD (for the environment for them to drive less miles)

It, Newsom's plan, is less of a REGRESSIVE shift of state resources, rather than GAS TAX HOLIDAY (helps mainly large gas users).

We need to Shift State Excess Tax Revenues back into the Pockets of Taxpayers. (CA Constitutional limits on Excess Revenue). This, Newsom's Plan - works for that purpose ALSO!
