One way to help households conserve water would be to give them frequent, timely updates on their consumption and how it compares to prior years. Our household, and I assume others in MV, get a water bill every 2 months. For the most recent one, my "bill date" was 27 days after the date on which my meter was read. Mountain View should be able to do better than this. So, if our water usage were too high (it wasn't) we wouldn't have found out about it until almost a month after the fact. Why not bill everyone the day after the meter is read? That would improve the City's cash flow as well as helping everyone conserve.
