Those mounds of dirt and rocks along highways are illegally dumped debris that's costing Caltrans $1M a year

Hundreds of mounds of leaves, dirt, tree stumps and construction debris are being illegally dumped on Caltrans property in San Mateo and Santa Clara counties. The stretch between Woodside and Los Altos is among the most impacted areas.
