What's in the California paid sick leave deal for workers and businesses?

California workers will soon again have access to as much as two weeks paid time off for COVID-19-related sick leave, under a deal announced on Tuesday by the governor and legislative leaders.

So, I am a 'knowledge worker' or other highly compensated professional with a kid in MVWSD (or a MVLA high school). My kid gets COVID, I have to quarantine them etc.
{So I get this public guaranteed benefit - paid by Google, Microsoft, Linked-in etc.}

DITTO, but a minimum wage - 2 job - small company janitor or small-joint food service worker?
I don't get it! (the benefit, speaking in third person). MY KID and I have to face the consequences of COVID infection and quarantine ALONE without help.

I, first person, don't get it!!
{or I do - state government guaranteed Welfare for the Wealthier}
{'the Unionized win"; fine - the un-unionized don't; not quite so 'fine']. IMO
