Report points to sheriff's 'abject failure' to protect inmate in mental crisis

The Santa Clara County Sheriff's Office's handling of a mentally ill inmate who suffered life-altering brain damage during transport was a colossal failure, according to a report issued Tuesday to the Board of Supervisors.

I dunno. It seems like the supervisors always turn down the budget increase requests for the jails. Jails aren't popular. Seems to me that this is a lot of the problem. You could say too many people are being arrested, but the Jail doesn't choose who are sent there by the various Law enforcement agencies in the county. It's a messed up system. The people who could do something about it are finger pointing at this sheriff, but they have a history of skimping on Jail funding. What do they do to discourage arrests?
