Terrible idea. Encouraging people to live off the government at the expense of hard-working taxpayers. The government has no business taking money from working people to give to those who won't work.

There are "We're Hiring" signs in the windows of essentially every business I walk by. There are plenty of jobs to be had. We should NOT be paying people to stay home. Those of us who work hard to support ourselves shouldn't be taxed extra to provide for people who won't do the same.
