You'll never end homelessness because the more you build, the more that will come.

After three-four months living in a Lego block how is one going to transition to a place in the country’s most absurdly priced rental market? I just see this as an insoluble problem.

It was possible for the Bay Area, circa WWII, to rapidly increase the use of resources for housing. It need be no different today. @Xbr The issues of "transitional" and "very low income" (=small to me) are not the same - and are a very important distinction and real concern. An "unsolvable" problem might be mitigated by the "proper solution" (or solvent :)
Land - expensive but Not as Big an Issue as it Has Been - it just involves a transition in Public Policy. Local Public Policy. Reform zoning away from the Berkeley 1916 exclusive R1 (single family Only) "economic segregation" model, and use City Owned Land and MVWSD owned land for some low cost housing (in Cuesta Annex and Cooper School unused areas, YIMBY).
