Despite the tragic shooting at the VTA yard, light rail service should have been suspended a year ago. Same with Caltrain. It would have been cheaper to simply pay the employees to stay home and put the system in mothballs. The half dozen or so people that were still riding it could have been given rides utilizing the VTA access cars.
