CDC mask guidance brings confusion to Santa Clara County

There's a big difference between what the CDC says and what the state/county are doing. The state has issued orders (and the county is following those), which have the force of law, and in theory and in practice people can be cited and fined for not following them. The CDC put out a guidance, basically a recommendation, but does not have the law behind it. The state can and has chosen to go more slowly than the CDC recommends, adopting the CDC recommendations by June 15 for full opening, assuming no significant backwards movement occurs. Until June 15, the current state law stands, which includes, as the article correctly states, mask use indoors in public spaces except while actively eating.

Admittedly this has caused confusion, because the CDC is a respected, science-based organization for the most part. But the laws are set by the states and local governments, not the CDC, as is obvious by the hodgepodge of orders to varying degrees across the 50 states.
