Palo Alto Medical Foundation fined for failing to comply with COVID-19 testing order

More than $40,000 in fines were issued to several private health systems, including three Palo Alto Medical Foundation centers, for failing to comply with Santa Clara County's coronavirus testing order.

I'm glad the County did this. PAMF was not doing its part to make its COVID-19 testing accessible. I couldn't find any information on PAMF's website on how to schedule a COVID-19 test even though PAMF has testing at Mountain View's Urgent Care and we can and did schedule a flu shot online through PAMF.

We scheduled online a free test through Santa Clara County Health and it was quick and efficient and my family member tested negative. They took our insurance information and said they would bill it. Even so, my family member was using county testing resources, which IMO should go to people who aren't enrolled in medical networks like PAMF.

Contact tracing was supposed to be a tool. They're talking about testing as if it's a solution. Testing hasn't cured one single individual. Our governor models the worst behavior when he sets guidelines, and then goes out partying with lobbyist friends. Assume everyone has COVID, and you won't go wrong. Like defensive driving.

I agree with this. PAMF denied me a COVID test even though I had symptoms. They said they were only testing if a patient had vomiting and diarrhea. I eventually got tested through a county site.

The County Counsel (the county's top legal officer) did a wonderful job in having the fines issued! Without enforceable compliance (start with 48 hour warning - then the fine - then? an injunction from a court ?) there will always be some completely clear non-compliance. These are not "voluntary" public health measures.
