Two problems here
1. Pretty heavy handed. I would instead use technology to identify the vehicles that are the gross polluters. Typically older diesel and gasoline vehicles.
2. CA has electricity generation and distribution problems. Until we add modern nuclear reactors and improve the grid, adding more EVs will only exacerbate the problems.

I'd agree Dan. Pretty 'heavy handed executive power'. Many of us "HATE THIS" at the Federal level and also resent it, even used 'for good' at the state or local level.
What are the roots of the word "DEMOcracy"? Ah, that's good to know, it's not the Democratic Party, or a Democratic Gov.

It has in most significant improvements on every day products, the government can be a positive motivator with regulations.
For example, when the threat of asbestos was finally accepted, it was outlawed and was forced to be carefully removed.
The same happened with Lead, even though millions of dollars was spent on "pro lead" science by Dr. Keoh, it finally was dealt with too.
Climate Change is our current "Lead Poisoning" conflict.
Government requiring the transition to "electric" vehicles makes some sense.
The significant improvements regarding power storage is making it feasible. The improved ability to produce these vehicles are making major achievements. And making more renewable and decentralized electricity generation is going to make the charging ability much more inexpensive and available.
The only thing we are really dealing with is the resistance of the auto and oil product industries.
My observation is that int 10 more years, the range of electric vehicles will match conventional ones. With parallel improvements in the electric generation and distribution in 10 years it will continue to make this option more cost effective and attractive. This push in many ways is simply to work to accelerate the transition.
The real issue is that look at the changes that auto dealers will have to deal with, the reduction of fossil fuels except for electrical generation, and the radical changes in auto maintenance practices, pose the obstacles regarding this change.
It is up to all of us to balance this situation and act according to their determination of benefit vs cost here.
