The story is a little confusing in that it says health care providers must test "patients" within their systems that meet certain criteria. Does that mean people who have gotten sick and have come to the provider for treatment, or does it mean "members" of that health care system that meet the criteria, but may not be presenting as "patients" seeking treatment?

It means that SCC wanted 4000 tests per day, but couldn't get it together in order to get to her next phase, guess what? We are already in the next phase. The outdoor dining guidelines are unintelligible. Bottom line, SCC doesn't want to see boozers in the street unless they order a substantial meal preferably with their family in a single transaction. We are doomed:)
