Using DNA evidence, Mountain View police arrest man in 2004 sexual assault case

A New Mexico man was arrested and extradited to California this week after DNA evidence connected him to a 2004 sexual assault in a Mountain View motel.

This rape happened 16 years ago. The only reason that the crime was not cleared earlier is that rape kits from that time period were not tested until recently. What is the problem with testing rape kits? Is it because the victims are women and the people in charge of testing the kits are all men who do not care?
