This is a feel good boondoggle which will yield modest results at great expense of staff time and money. Review the various studies, groups and initiatives over the last 10 years. It will create something to do for a few people ie., government employees and not-for-profits, but provide little in demonstrable beneficial results to the target population. Let's see what happens in March.
