Perhaps more vigorous, productive physical exercise will help the kids sleep.
As it is, many, if not most, children are sedentary in front of computers eating potato chips!
Get some balls on the playgrounds. Have them run a few laps or ride a bike to the super market for shopping.
The later release time will further exascerbate traffic woes.

I taught high school for 37 years. The last two years I taught, we started school at 9:00 am. The students who were habitually late at 8:00am, arrived at 9:30 with the new schedule.

Finally! Most of us don't have to be at work until 8:30am or even 9am. Yet we expect our kids to make it to school at 7:15am for zero period alert and ready to learn? Our teens deserve better.
