I just pulled up the wind speed map on weather.com and there are only a few small spots in the entire Bay Area with anything over 10mph as far out as that forecast goes (3am). What’s the deal with this shutdown?

The high winds are at altitude, where they hit the tall high voltage power lines and the distribution systems going through the hills.

Check out windy.com and use the slider on the right to see the difference between the forecasts higher up versus at the ground that show up on the usual weather sites

Be advised that your cell phone's tower may not be equipped with "standby" power alternators.
