Are not legal immigrants citizens? We are all immigrants to this country so shouldnt this apply to all U.S. citizens?

No. Legal immigrants are not citizens. That is the point. If an immigrant is admitted under a work visa, for example, but then stops working and goes on public assistance, the basis for the admission is gone. The Trump administration says perhaps that immigrant should also be gone - from this country. It is part of how Trump got elected (i.e., selected by the electoral college) and how it could happen again. Any number of poor persons would come to the USA for a job or public assistance. Can"t blame them. But any number? That is a recipe for bankruptcy - just for starters.

Unless you were Chinese, or a boatload of Jews in the late 30s, it was virtually an open border.
