At what point does a homeless person become a transient?

When they, thanks to lack of enforcement of existing laws, live in a parked vehicle in Mountain View.

@HailHillary,
I suspect that a homeless person who does not normally in the area would be termed a "transient", wheres a homeless person who normally resides in the area would not be termed a "transient".
More importantly, KUDOS to the MVPD for yet another example of superb policing! Way to make the city safer! Many thanks!

Usually a Transient / alleged Rapist becomes a Homeless Person when political correctness skews reality againts actual victims of violent crime.

not safe alone at night around here is a registered user.
This could could have ended very badly. I would have though after recent assaults along Stevens Creek Trail (and Dec 2017 murder on Baylands Trail of 23 year old Google Engineer) that residents would be more cautious. Walking around at night alone wearing earbuds is risky. And don't get on the 'blame the victim' soapbox, it's just common sense.
