HUD gives Bay Area nearly $149M to help homeless

The U.S. Department of Housing and Urban Development on Saturday awarded nearly $149 million for 193 previously funded homeless assistance programs in the nine-county Bay Area.

How much of this money actually benefits the homeless people in tangible things like food and blankets and how much goes to perpetuate the bureaucracy?
