New directors join health care district board

El Camino Healthcare District board members Gary Kalbach and George Ting took the oath of office, officially joining the district's board of directors and, by extension, taking a leadership role overseeing El Camino Hospital.

The Palo Alto Daily Post had more thorough reporting of the multiple campaign violation of this new district member. Concerning.
Newly elected El Camino Healthcare District board member George Ting has been fined $2,069 for failing to disclose $46,982 in campaign expenditures in a timely manner. Ting did not dispute that he was three weeks late filing a Form 470 supplement, which declares that a candidate has received more than $2,000 in contributions, and didn’t file seven reports for a total of $46,982 in contributions within the 24-hour deadline.
Ting, a physician and first-time candidate, told the state Fair Political Practices Commission that he underestimated how complicated it was to know what forms to file and when and that he should have hired a professional treasurer.
He also had some trouble opening a Bank of America campaign account, so he paid for his initial campaign costs with a personal bank account and didn’t know that he had to declare them right away.
Kasperzak warned Ting
Ting said it was his unsuccessful opponent, former Mountain View Mayor Mike Kasperzak, who first alerted him to the violations.
Kasperzak had seen a newspaper ad for Ting’s campaign, but no disclosure of the expenditure on campaign finance forms, so he emailed Ting in October to let him know that he needed to disclose that expenditure with the FPPC.

This should be a voluntary board. It was unconscionable that the Hospital turned a profit last year as health insurance premiums skyrocketed and continue to do so.
