County reaches $1.6M settlement over jail conditions

The Santa Clara County Sheriff's Office has reached a $1.6 million settlement in a class action lawsuit alleging overuse of solitary confinement and inadequate medical care at county jails, sheriff's officials said.

if jail reform is necessary, then the ball was dropped while Sheriff Smith was in office.
