The overarching goal of the activists behind the measure is to increase urbanization by a panoply of measures. Punishing commuters with increased tolls is only one measure. The forcible increase in office buildings and high density housing in Mountain View goes back to ABAG's blackmail of local cities with a threat to withhold govt funds unless they allow more development. The City Council has meekly acquiesced.
I can even see it in the little town to which I fled. Any development proposal is followed by a lawsuit designed to force the wishes of extremist activist upon the local residents.

I agree that regressive taxes (higher rates on selective populations, especially low-income populations, or the same or lower rates on higher incomes) are worse than progressive taxes (higher rates on higher incomes).

On the other hand, Prop 13 has made property and income taxes much more difficult to pass, and more taxes are needed.

Nevertheless, we need more taxes and I do not see an alternative on the ballot.
