County files request to find out if 2020 census will ask about citizenship

Santa Clara County has filed a formal request under the Freedom of Information Act to find out whether or not the U.S. Census Bureau's 2020 Census will include a question regarding citizenship.

"Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons."

Representation is based on the number of persons, not the number of citizens.

Well, if you wished to base funding on population, you might want to know the number of residents or citizens or adults or businesses or low-income minors. It might depend upon the program. It is up to the lawmakers. As to voting, the Supreme Court has chosen population as the guide for Congressional districts. But various tricks have not been struck down including gerrymandering.
