I'm guessing that the brownout affected the control system that facilitates the safe operation of the trains, not the trains themselves. I look forward to reading more about this and whether battery backup systems were available or not.

As our infrastructure becomes increasingly electrified and wirelessly networked, reliability will need to be upgraded across many older technology platforms like rail operation controls.

Per @Caltrain tweets this morning, the failure was in the signaling system.

The JPB/Caltrain operators need to do a better job at maintaining system integrity and backup systems.

One doesn't see these sort of failures on JR Central or Tokyo Metro.
