Associate programs have been used by private schools for a long time, in reality, it's always been a cost saving measure for those schools, as much as for teacher training (many schools with associates don't offer much training, but can pay already-credentialed teacher less by calling them an associate). A different program, teacher-interns, where career changers who don't have a credential can have a secure job and benefits while getting certified could help get tech industry career changers into MVWSD. Another route to consider would be to offer early job offers (even bonuses or scholarships) to strong existing local teacher programs like the Stanford Teacher Education Program.
