Anyone know exactly when the new gas tax goes into effect? I thought it was later this year.

I just used something called an Internet search engine to find the information you are looking for. The search engine I used is called Bing using the search parameters "California gas tax increase."
Rather unsurprisingly the top hit was a relevant article on the topic:

The gax tax increase will be staggered over time, so there is no exact date to be looking for. I will leave it up to you to read the aforementioned article.
There are other Internet search engine tools besides Bing. You should familiarize yourself with these often helpful services.
