Editorial endorsement: Vote yes on Measure B

Original post made on Apr 7, 2017

Voters in the Mountain View Whisman School District should be receiving ballots this week to decide whether district property owners should be taxed at a rate of $191 per parcel annually for the next eight years to support programs in the district's 10 elementary and middle schools. We urge you to support this tax — Measure B — which would continue the flow of needed revenue that is now generated by the parcel tax that expires June 30.

With a flat parcel tax, would each condo owner, for example, pay as much as would the owner of a giant apartment complex with 600 rental units? Anyone from the school district care to answer? It appears from the ballot language that the money could be used for almost anything and would "free up" existing funds for more administrators, higher administrator salaries and more whacky experimental programs such as Teach to One (TTO) dropped in December. Does anyone from the school district have any response? The bottom line may be this: In the planned low-turnout mail-only election ending May 2, Measure B will probably be approved.

(There is no substitute for a good education) More tax MONEY is not a substitute for good educational governance.

The buck may stop with the Board for changing their ways, and instituting better "Board leadership" (District Quality Audit 2015 and Teach To One:Math mess). However, the taxation 'buck' stops with the electorate. Vote NO on B and force the Board to actually fix it's poor oversight. Vote NO on B and force the Board to drop this highly regressive taxation change, which only decreases the local education tax (up to 500%) for the largest parcel owners.

I'm not opposed to this sort of thing. I would like to see our schools all be great, and some of what makes schools great is science teachers, language teachers, reasonable class sizes, etc. So, maybe this will be a good project for 9 months or so from now?
