I don’t know what M$M means, please educate me?

My question is since this court case was filed in 2009 originally, does this decision apply all the way back to it?

My concern is what was happening with the City Attorney and the City Council communications that occurred from August 2015 to today, especially regarding the crisis of housing in Mountain View? If the ruling can be argued to apply since 2009, when will the public be provided with the emails or texts made by these individuals regarding their opinions or planned actions, and are they in response to private interests that have provided any benefit to these individuals of any kind?
