Ex-officer's lawsuit hits roadblock

A lawsuit by a fired police officer against the Mountain View Police Department faltered last week after a Santa Clara County Superior Court judge indicated there wasn't enough evidence for a jury trial.

I admit I am a bit confused by the headline and content. The headline says the judge ruled in favor of the city, but the content says that the judge hasn't ruled at all. This seems a bit misleading.
