Cold weather homeless shelters open this week

Homeless residents of the County of Santa Clara have access to as many as 395 additional shelter beds starting this week, county officials said.

I'm puzzled by the concentration of beds in Gilroy? Are there more homeless folks in Gilroy than in Santa Clara valley from SJ north up the peninsula? Gilroy is not easy to get to from the peninsula is my guess. Are there not shelter spaces for beds available in the more populated areas? I'm puzzled.
