Already blaming the victim with no information about what he or she was doing when hit by the bus? Was the pedestrian on the sidewalk or crossing the street? If crossing the street, is there a legal crosswalk at this location?

eye witnesses stated there were indications that both were distracted. That sounds very much like shared blame, not blaming the victim.
Should we blindly proclaim her completely not at fault when people who were there and saw it happen indicated her distraction? No, that's why nobody is blaming or exonerating anyone.

Does westbound El Camino ever enter Los Altos? The city limits run down the center of the road in that area.
