I think you mean the "ultimate" (last, latest, final) proposal, not "penultimate" (second-to-last).

"Penultimate" refers to the council approvals, not the proposal. The project will require additional approvals after tonight's (presuming that the council votes favorably), so the meaning of "next-to-last" is what the reporter intended to convey.

Sadly, the developer has ignored input received at their presentation a year ago and kept a site plan that puts a 6 story parking structure right next to Stevens Creek, across from the Stevens Creek Trail while locating their open space and outdoor eating bistro seating along Moffett Blvd. How backwards is that? The office building and parking structure will require mitigation measures to avoid negative impacts to the creek - primarily light pollution. And, wouldn't the people enjoying the outdoors prefer to be away from a noisy roadway and along the creek? The developers are even asking to put in a bridge to access Stevens Creek Trail.
I hope some folks will join me at tonight meeting to request that they go back to the drawing board on this and fix the site plan.

I am very concerned about the traffic in this area if this large development is built. I have not seen any specific plan so far to address it, just hand waving.

I knew it wouldn't last. For the past month, I have been enjoying taking Moffett to 101 North with little traffic and minimal stress to get to my job in Palo Alto. Employees that work in N. Bayshore already flood 3 access roads to 101 with traffic using Shoreline, Rengstorff and San Antonio.
Please leave Moffett Blvd. alone so that its residents have at least one access road they can use with ease.

sounds like city coucil has already made the decision for voters, how come the evironment impact plan isnt availanle to public before the council meeting?
