If the complaining witness stays silent, there should be no report by some third party. It is unfair to the alleged perpetrator and to the complaining witness.

Here we go again with the Stanford boys' club approach to a reported rape: "alleged" of course, which posits... the woman is mistaken or may be lying, since this sort of tragedy doesn't happen on our campus; euphemisms take the forefront in the university's lingo i.e. rape is not "sexual assault" rape is rape; why is it that the potential rapists (who recognize their own tendencies) are not publicly offered and encouraged to seek "counseling and psychological services" as a deterrent.
The whole place simply reeks of subtle defensive hostility in the face of this outrageous pattern. What a disgrace.
