Man arrested in Cuesta Park allowed to loiter in park everyday

The homeless man who sits on the bench near the tennis courts daily, was arrested for masturbating in public at Cuesta Park, and several complaints have been filed since. Yet he is still on the park bench and is a looming threat with his pending sexual deviance charge. H every day how is this possible or safe?

It's called due process. Innocent until proven guilty. You can thank Prop 47 for citations being issued instead of arrests being made for many crimes.

As for loitering in a park, isn't that what parks are for? Where is the line between sitting and loitering drawn?

Not saying what he does or did is right or wrong, simply that we live in a society that presumably treats everyone equally until alternative treatment is justified.

I meant to use the word "littering", like garbage.
Like a sack of garbage, that has a male appendage sticking out of it and a hand that tugs on it meaning to shock and awe. True, thats only citation worthy. Littering, that is.
