Former landlord says renters need protection

Several opinion pieces and letters in the recent past have focused on the travails of landlords with an emphasis on the horrors of rent stabilization. My experience is a counterbalance I'd like to share.

This is a well-written article that echoes the sentiments of other area landlords that I've spoken with over the past year. But I'm confused about Measure V. Why does it only apply to rental units that are over 20 years old? I very much agree with "rent stabalization"; I have friends who have 50% and 100% rent increases over the past couple of years. It is just not right to get a notice saying "your rent is going to double". Having a cap, just like an adjustable rate mortgage for those of us lucky enough to own homes, is reasonable. But wouldn't this apply to ALL rental units? I'm confused about why Measure V only covers 20+ old rental units.
