Marijuana is definitely 100% medicine. Even concentrates. As one who underwent a couple surgeries and is covered in major burns, non psychoactive CBD makes my pain go away. It's a lot more healthy and non-damaging to your liver than regular use of pain killers, which have the potential to be EXTREMELY TOXIC to the liver. It saved my life.

Is morphine medicine? How about Valium and Oxycontin? I'd argue they are medicine with the risk of abuse. I consider cannabis in the same light. Alcohol, on the other hand, is not medicine and is deadly poisonous at high dosages. it also kills the most of any intoxicant out there, so what is your point exactly?

Sounds like the Mountain View Police Department wants to put more kids in jail. Do they really think that would help? They need treatment, not a criminal record. Plus let's not get confused about the differences between possession, use, and abuse either. Millions of Americans enjoy alcohol, only a small percentage abuses it. The same is true with marijuana.
It's unfortunate that the MVLA district has discontinued participation with the California Healthy Kids Survey. We need more facts. It's almost like they don't care about this topic. Drugs are not the problem, as Philippe Rey said, it's what the drugs are masking.
