Tow truck always partially blocking Calderone

Does anyone know how far a vehicle is allowed to extend into the lane from the curb on Calderone? There's a Silicon Valley Auto body flatbed that is always parked just down the street from Church street. It's a dual axle flatbed, with the corner of the bed sticking out so fat it forces drivers to break the double yellow center line just to pass. It seems to be there all the time. I've seen the many near misses when a bike an 2 oncoming cars all meet here. Even if it meets the letter(millimeter) of the law, its a public hazard.
