County courts to be hobbled by clerks' strike

More than 350 Santa Clara County Superior Court clerks will stage a work stoppage on Wednesday, Aug. 3, including in Palo Alto. The strike will severely hamper services, according to a court press statement issued on Tuesday afternoon.

Words matter. Framing matters. This headline is quite biased, implying that the striking clerks are the cause of the "hobbled" courts. The Voice is starting the discussion in the middle, a common (if perhaps unconscious) tactic of mainstream media to put the onus on striking laborers rather than the system that exploits them and causes them to strike.

I suggest the more accurate:

County courts to be hobbled by "eight years without a pay raise, unsafe work conditions, reduced hours and staff shortages"
