LASD may share parcel tax with Bullis Charter School

Los Altos School District board members signaled last week that they would be willing to include Bullis Charter School as a beneficiary of a parcel tax measure they plan to put on the November ballot.

What % of BCS students are from outside the LASD community?

None. They don't accept students from outside LASD, at least now. There may have been a different stance historically but as of now it's only students that are enrolled in the Los Altos School district that can apply via lottery, vaguely similarly to how students apply to PACT in our (MVWSD) district.

1 or 2% of all LASD students are from outside the local community, as interdistrict transfers. Many of these are teachers' kids. Soome are kids who have relocated but remained in an LASD school. They participate in Parcel Tax benefits. At BCS, there are also under 2% of students from other districts. With the enrollment cap this year
limiting their total size to around 780, most of the out of district kids are in
7th or 8th grade. It's still possible for a non-resident student to pass the BCS
lottery and enroll at the upper grades. Also, the same thing about family moving but child staying in school applies, and it's totally legal for charter students. So long
as the child still lives in California, once enrolled in a charter school he can
continue to graduation.

Just for the record, LASD budgets to collect $36 Million in property taxes after $5 Million are transferred to BCS based on enrollment counts made by county officials, with the transfer occurring from the county bank. LASD also collects $10 Million in parcel taxes. There are about 4650 kids in LASD probably down slightly next year and about 800 at BCS next year. So of property taxes, LASD collects $7700 per student while BCS gets $6200. But LASD has lots of other revenue. $1.7 Million per year in leasing its facilities to the public (similar to what MVWSD does with Slater and Whisman Schools but less ground). $800K in lottery money. $5 Million in state aid.

They're only talking about sharing the $2.5 Million 2nd parcel tax money. So, on a pro-rate basis, BCS would get $460 per child and LASD would get $460 per child of that
particular $2.5 Million. It would not be tricky at all to determine how many kids are involved, as the county offices already have to do this for the property tax money. The difference would be that in this case it would be LASD cutting a check to share the $2.5 Million flowing from just the smaller of their 2 parcel taxes.

Crocodile tears on the part of the board. Not an oversight or accounting issue at all.

It's time to end LASD greed and wasteful spending. As a parent with two children in LASD schools, I've contributed the requested $1000 per student LAEF donation every year. I've contributed thousands of dollars to PTAs. I even supported Measure E back in 2011 when state funding put our class sizes at risk.

But enough is enough. We were told Measure E was temporary until the economy rebounded. While news flash! The economy has rebounded and property values (and associated property taxes) have gone through the roof yet not only is LASD seeking to renew this "temporary" parcel tax but they want to increase it.

And what about the $150M bond taxpayers approved 18 months ago which LASD has yet to figure out how to use?

On top of this, many of the elementary school PTAs have so much money - hundreds of thousands of dollars raised each year - that they have trouble spending it all.

If for some reason this tax passes, I'd urge anyone donating to LAEF to deduct $223 from their donation and send a message to LASD that it's time to live within their means.

Thank you fellow BCS supporters that continue to fight the public schools on this important issue! Please continue to push for closing of Covington. BCS deserves the entire campus and not those less effective public schools.

This truly is a vote that should wait a year. The current 2nd parcel tax runs clear through the next tax year, i.e. until June 30 2017. Why vote on this extra money now? The previous supplemental parcel tax was passed in May 2011. Logically May 2017 is the time to renew. The main parcel tax comes in at nearly $8 Million per year and that's viewed as perpetual. They're not talking about potentially sharing that with all public school kids in LASD.

We know that base property tax revenues will be up over 8% 2016-2017. By May 2017 we'll know how much they will be up for 2017-2018. That's when a decision should be made as to whether public schools in Los Altos School District need an extra $2 Million beyond the $63 Million they already spend in public funds.

And yes, this does not count the $3 million spent by the LASD PTA's or the $3 Million raised each year by LAEF or any of the money raised by BCS.
