How about placing this facility in major cities like San Jose, Oakland, Fremont, San Francisco? Out of the way suburban cities like Sunnyvale, Mountain View, Los Altos, Palo Alto, etc. seem ill suited for major concerns housing large numbers of unhoused.
In Palo Alto, our fancy shelter near Palo Alto High School has had lots of action necessitating local law enforcement.
its just odd - attracting large numbers of unhoused men to these semi-outlying suburban-type cities and towns.
Better to have all the major services and transit, public hospitals, major law enforcement, like in the biggest cities.

the goal was to provide shelter for the homeless in the area, not the Fremont homeless.

@neighbor - what you may not realize is that many homeless people are families with school-age children. And many homeless have local jobs. Hence the need to stay local with access to their schools, jobs, etc.
