The Water District and its part-time Board of Directors refused to disclose the name of any of the five applicants or even the proposed appointee or the proposed contract before closing the opportunity for any public input. Then, when discussing the matter in open session, the newest member of the Board spilled the beans revealing that the Board had already voted for Ms. Camacho in closed session. It was also stated that the Board member from this part of the county, Gary Kremens, did not attend the closed session - at least as to the matter of discussing the appointment of an interim CEO. It appears that the Water Board violated the spirit and letter of the Brown Act, and further proceedings will result. Meanwhile, the message seems to be that the bureaucracy at the Water District (the tail) is still wagging the elected Board of Director (the dog).
