The water district has a long history of problems but if the board is careful to pick the right new CEO maybe some of the nonsense will get cleaned up.

Hire a new CEO with a mandatory Performance Bond. Any questionable behavior or malfeasance in office and the city owes the CEO NOTHING.
Any other person who acts like this gets jail time, like in a similar issue in Adams County near Denver.
