Editorial: Water district needs outside audit, firmer policies

The county District Attorney's Office is looking into allegations of improper conduct and payouts of public funds for work not performed for the Santa Clara Valley Water District, an investigation prompted by the Metro newspaper group's news reports on questionable billing and a possible conflict of interest involving a contractor and a high-ranking district administrator. This is a welcome development, given the district board's apparent reluctance to hire an outside auditor for an independent financial review.

It appears that Mountain View's new member of the Water Board is trying to change the culture of corruption in the Water District but five other board members from other parts of the county have a different agenda.
