I watched this entire hearing at the council meeting, and imho, council decision/finding of estoppel was a correct finding in this matter -- what was a bit surprising was the 4-3 vote.
Cities can make mistakes, too...

Not surprising that Chris Clark, Pat Showalter and Ken Rosenberg were opposed since they've got the developers and big money in their pockets. City employees are far from perfect. They should just admit they've made mistakes.

Your comment shows you know nothing of what happened at the meeting, likely didn't see listen to the dialogue, or read the article correctly, since this is a private home, not a development.

It boggles the mind that those 3 city council members voted in favor of declaring that 2nd structure needed to be torn down. All they did was to repair the roof. In good faith they did some additional repairs that bordered on structural changes by making the building stronger. They did this on the advice of the building inspector. Telling them they had to then tear down the structure is not just punitive, it's an illegal taking of property which is not allowed under the constitution.
Already they slowed down the poor guy's repairs so that the summer is now gone.
These 3 council members are dangerous, regardless of their motivation by or for developers or not.
