So with this information I struggle to see the argument for rent control in Mountain View. I understand some have not experienced this income jump, and I can understand the desire to get them some extra support, but extra support can come in many ways. Rent control is a blanket solution that helps many people who don't even need it.
Ms. Abe-Koga has a great article in the Voice with possible solutions. Maybe increasing the minimum wage in Mountain View would better target support to those low income workers who need it.
In light of this article, blanketing rent control all over Mountain View just seems silly.

Once again, in an economy if the low wage employees leave, the business will/can only do one thing, that is increase it's pay, otherwise no one will work there. Simple economics, there is no need for any counsel personal to get involved and make things worse. The economy RULES, it always has and it always will, unless some Communistic form of government takes over America!!
