Man arrested after confronting five students

Police arrested a 34-year-old man on Wednesday morning after he reportedly accosted five middle school students in downtown Mountain View and attempted to give them bottles of water.

It was going to be real hot weds. Everyone knew it. I hope this wasn't just creepy over generous actions by someone who didn't speak the language well.
Wait, actually, I do hope that's all it was.

My kids annoy each other all the time. If its illegal to annoy or molest children then maybe they should go to juvinile hall.

Does the law actually read "annoying or molesting children"?

Those seem like two completely distinct and separate charges which shouldn't be grouped together. (If the accused did both, then charge him with two separate items).

Just wondering if that's how the law is written or if the Voice grouped two charges in one phrase.

California Penal Code 647.6 PC does use both terms. In this particular section of the law, "annoy" and "molest" are essentially synonymous and don't necessarily mean that the child was touched. What most of us laypeople think of as "molesting" are crimes that fall under a different section of code, called "lewd acts with a child."

It goes beyond annoying when you've said no to the offer and someone just opens your backpack/purse/briefcase anyway. Isn't that like breaking and entering without permission?

Yes, it would be if they understood the language and customs. If not, it could be quite innocent.

What we all really need to do first, is jump to a lot of conclusions based on nothing but this story and how we interpret it, based on our personal biases. That's what is really called for here: conclusion jumping.
